CODIS

The Combined DNA Index System (CODIS) is a nationwide program. DNA samples from several sources can be uploaded to the system. DNA from crime scenes can be uploaded and searched against DNA from evidentiary and offender profiles.  Evidentiary profiles are uploaded to the appropriate database (State or National) if they meet the requirements specified for each level.  Every state maintains its own portion of the CODIS system according to the laws for that state as well as rules established federally.

In Vermont, DNA samples are collected from anyone who has been convicted of a qualifying crime. Additionally, if DNA is found at a crime scene and meets certain eligibility requirements that profile can be uploaded to our CODIS database. Regular searches are performed to see if any of the forensic profiles match any offender profiles or other forensic profiles. If there is a match then the information provides a possible investigative lead in a crime that might otherwise have none.  Offender and evidentiary profiles may be removed from CODIS if an expungement order is received or if it is determined that they no longer meet eligibility requirements.  Agencies are notified if evidentiary samples are removed from CODIS.

The CODIS database is also used to help identify missing people. A DNA profile developed from an item belonging to the missing person or DNA profiles from relatives of the missing person can be entered into the CODIS database. The profiles from these samples are compared to profiles from unknown human remains and other database samples.

The CODIS database can be a very powerful tool to help provide investigative information, however it is only as powerful as the profiles stored in the database. Extreme care is taken to ensure that appropriate DNA profiles are included in database.
